9-year-olds get suspended for 3 days on 1st offense for saying "kill" or "murder" in relation to another person

Source: My step-son's school.

He got suspended for telling another kid he was playing with that he'd murder him. He's not particularly prone to angst and the like, but he's never been particularly good about controlling his tongue from his own impulses/emotions.

Curious also to know your thoughts on this. Is this too drastic on the school's part?

If you feel the school is justified, or you feel it's important to teach him to have more self-control and/or to avoid these heated words in the sensitive world we live in, what further punishments/lessons would be a good idea to help get across the message?

Note that we have a very boring house and killing/murdering/etc are not part of our home vocabulary, though the kid loves video games beyond everything else (especially Star Wars games).
