His reworking of the phrase, to mean the opposite, "to seem to be, rather than to be" fits the character and theme of his show perfectly; I didn't know what the phrase meant when I saw it, but I had a good chuckle when I realized what he was going for.

Also coincidentally, Esse Quam Videri is the state motto of North Carolina, and with Colbert being from South Carolina, this could also be a little nod to any cross state, inter-Carolina rivalry.
